2006 National Junior Golf Club Players Rules


The 2006-07 USGA Rule of Golf, National Junior Golf Club rules and local course rules and changes or amendments by the National Junior Golf Club Committee govern play.

1. Violation:

If you see a violation, tell your opponent. Do not involve spectators or parents. If you cannot agree on the ruling, bring it to a rules committee member or the Tournament Director by the end of the round and before score cards are signed and turned in. If there is any question play two balls from the location of the potential ruling. You must follow these directions or the infraction may be ruled invalid.

2. Tee Times: All players must arrive at the first tee ten minutes before assigned tee time. If a player misses the beginning of the starter’s briefing, they will receive a two-stroke penalty on the first hole. Players arriving at the first tee after their schedule tee time will be disqualified. Players should have their ball marked and score card in hand before starter’s briefing starts.

3. Pace of Play: Players are expected to keep pace with the group in front of them. A group will be deemed to be out of position on the golf course when they are over time par. Time par is determined by each hole taking an average of 15 minutes to play and or staying up with the group in front, each player should not take more than 45 seconds to finish a shot. All players in a group found out of position will be given a warning and asked to pick up pace. If the group continues to fall behind each member of the group will be timed. If a player takes more than the allotted time, he or she may be subject to a penalty. First offense: warning; second offense: two stroke penalty; third offense disqualified. To help with the pace of play a double par rule applies. (If you are on a par 3 hole and you are on your sixth stroke, pick up and take six strokes do not finish out the hole. Caddies are asked to refrain from over-coaching the player. It is the caddie’s duty to help the player hit each shot within a reasonable period of time. The 45-second rule is in place to assure playing without undue delay and to prevent over coaching and slow play.

4. Distance Measuring Device: Players are permitted to use devices that measure distance only. Devices that are capable of gauging or measuring other conditions are not permitted. Penalty: Disqualification

5. Dress Code: Players and caddies must adhere to the following dress code: only acceptable golf attire is permitted. Players are prohibited from wearing shoes with metal spikes, short shorts, swimwear, and denim of any kind, t-shirts or tank tops. Players and caddies without appropriately attired will not be permitted to participate.

6. Code of Conduct: Violations of the code of conduct including: abusive language, club throwing or slamming club on ground, cheating, disrespect of volunteers or officials, abuse to the golf course or the facilities, littering, or any other conduct unbecoming of a player. Cell phones use by players is strictly forbidden on the course. First offense: warning; second offense two-stroke penalty third offense: disqualification. Repeated violations may lead to rejection of future entries.

a. No use of tobacco, drugs, or alcoholic beverage for the contestants or caddies. Use will result in disqualification.

b. Gambling by players or caddies will result in disqualification.

7. Caddie Policy: Boys 11 and under and girls 10 and under are allowed to have caddies. Caddies must be at least thirteen years or older. Players of this age are encouraged to have caddies to help them play their best. It is also vital for caddies not to over coach and to have their player hit each shot within a reasonable amount of time, and not to be disruptive to any player or caddie in the group. If a caddie becomes disruptive, he/she will be warned of the problem .If the problem continues the caddie will be dismissed as a caddie from that event. The conduct of caddies will be monitored by the NJGC officials and by other caddies and players in the group. The NJGC Tour Director and or Tournament Director will have the final decision on any incident that occurs.

8. Spectator Policy: Spectators may rent a golf cart at the discretion of the golf course but must remain on the cart path at all times. All spectators walking must remain on the cart path or in the rough at all times. Spectators may walk up to the green to watch players but must not go on the green. Spectators may not give players advice or have verbal contact with players during the round. Spectator’s electronic devices (cell phones, pagers, etc) should only be used in an emergency and avoid any disturbances to the players on the course. If a spectator’s cell phone interrupts play or causes distractions to any of the players electronic devices will not longer be permitted on the course. Spectators may help players look for lost balls along the cart path but are not allowed to go on or across the fairway to look for balls. Spectators will not be allowed to have alcoholic beverage on the course. First offense: warning, second offense: Removal of the spectator from the golf course. Spectators may give players a ride inside their golf carts from green to their next tee.

9. NJGC Staff reserves the right to require its members to play in a specific age group, in order to keep all age groups fair.

10. Adverse Weather: Under all circumstances, the NJGC staff will do everything possible to complete a tournament regardless of weather conditions. Unfortunately, this sometimes requires that we plan in adverse conditions. We do play in the rain. We do not play if lightning or thunderstorms are present. If it is not possible to complete all 18 holes of a tournament and all players of an group have completed 9 holes, the NJGC will post these groups 9 hole scores. No refunds will be given if nine holes of an event are completed. If it is not possible to finish nine holes, the entry fee paid by participants may be used towards a future event. Because of costs already incurred by the NJGC at these events, we are unable to give refunds due to adverse weather.

Tournament Awards


Trophies and points are awarded at each event. Trophies for the top three players in each Boys and Girls age division. Points are awarded to every player who completes the tournament. Points trophy will be award to players at the end of the tour season. Player must participate in a least 4 events to qualified for the points trophy.
